Artifact: Phase context (CONTEXT.md)

{phase}-CONTEXT.md — the locked decisions and scope guidance for a phase, written by gsd-discuss-phase and consumed by gsd-plan-phase. Lives under the .planning/ directory. (Distinct from the session-memory CONTEXT.md GSD uses for cross-session persistence.)

Naming conflict (cross-framework), resolved upstream 2026-10-04: Matt Pocock’s toolkit also wrote a CONTEXT.md, but there it was a shared-language domain glossary (see artifact-domain-model), not locked phase decisions. MP v1.3.0 renamed its file to GLOSSARY.md, so a CONTEXT.md is now GSD’s unless the repo predates that rename.
