Artifact: Phase context (CONTEXT.md)

{phase}-CONTEXT.md — the locked decisions and scope guidance for a phase, written by gsd-discuss-phase and consumed by gsd-plan-phase. Lives under the .planning/ directory. (Distinct from the session-memory CONTEXT.md GSD uses for cross-session persistence.)

Naming conflict (cross-framework): Matt Pocock’s toolkit also writes a CONTEXT.md, but there it is a shared-language domain glossary (see artifact-domain-model), not locked phase decisions. Same filename, different artifact — disambiguate by framework.
