Compound Engineering’s upstream anchor — a STRATEGY.md created and maintained by ce-strategy that sits above the per-feature loop. It states the product/engineering strategy and is read as grounding by ce-ideate (to filter directions), ce-brainstorm (to scope requirements), and ce-plan (to align work).

It is a standing document — consulted across many iterations, updated deliberately — which makes it structurally akin to Spec Kit’s artifact-constitution: both are durable anchors later steps defer to.
